December 2011 Board Meeting Overview
LBN board members gathered for their monthly meeting to discuss our mission's projects and a lot of positive results are in the works:

Lahaina Bypass - Barring any unforeseen delays the first two phases of the bypass are scheduled to open in July 2012.

Kahoma Residential 100% Affordable Housing Project - was just given fast track approval by County Council. This project will entail 68 affordable homes which will allow residents who work in West Maui to be able to live in West Maui.

Walkways & Bikeways - LBN is working on an uninterrupted walkway from Honokowai to 505 Front Street. LBN is working with the State Department of Transportation to resolve a 1/10th mile area near the new Five Palms restaurant. The expected resolution should occur in the second quarter of 2012.

Public Transit - Ridership continues to increase

Legislative Open (Jan 18, 2012 in Oahu) - This year the opening legislative session will be just another day; House Representatives and Senators will not be hosting any celebration ceremonies to attend.

LBN Meeting with Mayor Alan Arakawa
The LBN Board met with Mayor Alan Arakawa in July. Several Board members had scheduling conflicts and were unable to attend so we asked Theo Morrison, the former Executive Director of LBN, to join us.

The purpose of our quarterly meetings with the Mayor is to promote dialogue with the County on transportation and related issues that are of concern to LBN. Also, we think it is important that we give the Mayor a "progress report" on LBN activities particularly as it relates to ongoing State DOT transportation projects.

The following items were discussed at our meeting:

1. Update on progress of the first two phases of the Lahaina Bypass.

2. Proposed solutions given to the State DOT on solving a potential Keawe Street problem upon completion of the Bypass.

3. County transportation: Wharf Center bus stop........reversal of Luakini Street discussion

4. Progress report on Kahoma in-fill affordable housing project

5. Mayor's thoughts on new afforable housing strategy based on his recent visit to South Korea

6. Discussion about County plans for accident/disaster/ evacuation/communication policies and responsibilities. LBN wants to be included and take an active role in these plans and solutions

Our next meeting with the Mayor will be on Thursday, October 27th.

LBN Attends Legislative Opening
Government Relations, Stacie Thorlakson attends the House of Representatives ceremonies at the State Capitol Building (see photo on home page). Afterwards, she met with each Senator and House Representative of Maui to say Mahalo for all their hard work and continued support with the Lahaina Bypass. LBN appreciates the communication that has been established over the years with our elected officials to work together for a better quality of life for West Maui residents and visitors island-wide.

The work has been completed. Exiting the Lahaina Gateway Shopping Center, there is now a dedicated left turn lane with a green arrow allowing motorists to make an unobstructed left turn towards Lahaina.

Highway Widening Project LahainaLuna Rd. to Aholo St
Work is ongoing and on schedule. When completed there will be a landscaped tree lined median going down the center of the road the entire length of the project. Coming into Lahaina will look a lot better than it does now.

Phase 1-A , Lahaina Bypass
Work is also ongoing and on schedule. The contractor is planning to have Lahainaluna Rd. revert to it's original traffic configuration by the end of October. Concrete has already been poured for the foundation of the bridge with major progress on bridge construction to take place in November.

Phase 1-B-1, Lahaina Bypass (from Lahainaluna south to Hokiokio Place)
Ground broken to begin this project on Friday October 1st. A public information meeting (PIM) is planned to be held sometime in October.

In summary: in West Maui, we have one project completed with three under current construction. When all of these projects are completed, getting around and into and out of West Maui, will be much easier for visitors and residents alike.

Keawe Street Completion
Lahaina Bypass Now (LBN) wants to congratulate the State Dept. of Transportation along with their contractors Hawaiian Dredging and Lite Electric for the speedy completion on their work to upgrade the Keawe Street Intersection in West Maui. It is now open to traffic.

Motorists exiting the Lahaina Gateway shopping center wanting to go south towards Lahaina will now have a dedicated left turn lane with a green arrow allowing them to make that turn unobstructed.

As an added bonus, motorists in the center lane wanting to go straight ahead into the Lahaina Cannery Mall will now be able to do so, again unobstructed, as the cars coming out of the Cannery will have a red light.

LBN appreciates the cooperation and open dialogue with the State DOT on getting this project done.

Keawe Street Update
Keawe Street Update

The work on the Keawe Street intersection has been moving along and is now within two weeks of completion. The DOT has been installing sensors on the roadways and working with their consultants on the proper timing for the light signals. Re-striping should take place next week.

Barring any unforeseen delays, the dedicated left turn lane coming out of the Lahaina Gateway shopping mall is planned to be operational the week of September 20th.

Keawe Street Update
The completion of the work at the Keawe Street intersection may be delayed by two weeks. The DOT has finally agreed to address the traffic coming out of the Cannery at Keawe at the same time they "fix" the other side.

When you currently come out of the Cannery at Keawe, the left lane allows you to go left or go straight, the right lane allows a right turn only. The DOT is preparing to change that. They will re-stripe (or "change the phasing" as they say) of those two lanes so that if you are in the left lane it will be left turn only on a dedicated green arrow (same time as the green arrow on the other side) and if you are in the right lane you will now be able to go straight or right.

Also, we have to wait for new signals, but in the end, it is the right thing to do and will benefit all motorists.

Lahaina Turn Signal Being Installed
We, early on, identified a problem with the Keawe Street intersection and suggested to the DOT that it accelerate its timetable to fix and improve the intersection of Keawe Street and the highway, and not wait for the completion of Phase 1-A of the Lahaina bypass. The DOT agreed to do so.

As everyone knows, exiting the Gateway Shopping Center and exiting Walgreens on the other side if you are planning to go south toward Lahaina has been extremely difficult and time consuming. Construction is now under way with an end of July targeted completion date to install a dedicated left-turn lane with a green arrow, making it a lot easier and faster to exit the shopping center and go south.

LBN has developed a mutually respectful relationship with the DOT and continues to have excellent communication with the department and with Hawaiian Dredging, the general contractor on this project.

We sincerely appreciate their cooperation and and their willingness to keep LBN updated on their progress so we in turn can update all of our residents.

Council Listened To Bus Riders' Concerns
When word got out that the mayor was proposing to increase the daily commuter fee from $1 to $2 per boarding and do away with the monthly commuter passes, more than 200 individuals sent in letters or signed petitions to the council budget chairman in opposition. The council listened.

Viewpoint: Anger management or traffic management? Both needed
West Maui is angry – angry about the increase in traffic and angry about the lack of leadership to fix the problem.

Residents are angry about the dramatic loss of their quality of life; commuters are angry that they have to work too hard to get to and from work; businesspeople are angry that the value of their products and services may be diminishing; visitors are angry that they ran away from the traffic at home to sit in the traffic here – for a lot more money.
