From
January 9th-12th, Maui County, Hawaii DOT and residents of West Maui
worked through an "alternatives analysis" also known as a Design Workshop to arrive at a concept plan for the Honoapi'ilani Highway widening and
Mill Street extension projects. Consideration was also given to the
Lahaina Watershed Flood Control Project, the Keawe Street Extension and
other connector streets proposed to extend mauka to the Lahaina Bypass,
and the coordination of these projects to solve existing problems and
to reflect community values.
The
process involved the development of multiple alternatives in order to
determine a preferred consensus design. This approach allowed inclusion
of many, often competing, ideas initially. As the workshop proceeded,
community members were able to respond to and evaluate a variety of
design proposals. The end product was a consensus based on community
goals. The process has come to be well respected by participants
because consideration is given to all angles and proposed solutions. At
the end of the week, participants understood how and why a particular
aspect of the design idea was included, even if they did not agree.
The
design team, along with County representatives, DOT staff and
interested citizens worked intensively during these four days to
develop and evaluate alternative plans.
